乌干达共和国驻华大使馆与乌干达驻广州总领事馆在辽宁省商务厅的支持下，于2025年3月28日在辽宁省沈阳市成功举办了首届乌干达-中国（辽宁）矿业和石油投资促进大会。
The Embassy of the Republic of Uganda in China, in collaboration with the Uganda Consulate in Guangzhou and with the support of the Liaoning Provincial Department of Commerce, successfully hosted the 1st Uganda–China (Liaoning) Mining and Petroleum Investment Promotion Conference on March 28, 2025, in Shenyang, Liaoning Province.
此次高规格会议汇聚了来自乌干达和中国的高级政府官员、私营企业代表和战略投资者，旨在加强双边经济联系，并推广乌干达作为矿业和石油行业可持续投资的理想目的地。
The high-level event brought together senior government officials, private sector representatives, and strategic investors from both Uganda and China. It was convened with the goal of strengthening bilateral economic ties and promoting Uganda as a prime destination for sustainable investment in the mining and petroleum sectors.
乌干达能源和矿产开发部常务秘书伊琳·波琳·巴特贝工程师在主旨演讲中强调了乌干达丰富的自然资源，包括铜、钴、稀土元素和石油，同时重申了乌干达在资源增值、能源转型和负责任资源管理方面的国家承诺。
Delivering the keynote address, Eng. Irene Pauline Bateebe, Permanent Secretary of Uganda’s Ministry of Energy and Mineral Development, highlighted Uganda’s rich resource endowment including copper, cobalt, rare earth elements, and petroleum—and its national commitment to value addition, energy transition, and responsible resource management.
她指出：“乌干达政府已在国家发展计划第四期（NDP IV）中将矿业和石油行业定位为推动社会经济转型的优先引擎。乌干达拥有健全的法律框架、优惠的投资政策以及日益完善的地质数据，随时欢迎各界前来投资兴业。”
She noted that, “The Government of Uganda has positioned the mining and petroleum sectors as priority engines for socio-economic transformation under its National Development Plan IV. With robust legal frameworks, favourable investment policies, and increasing geological data availability, Uganda is open and ready for business.”

In her remarks, H.E. Ambassador Oliver Wonekha, Uganda’s Ambassador to China, emphasized that the elevation of Uganda-China relations to a Comprehensive Strategic Partnership in 2024 marked a new era of engagement, and she reaffirmed Uganda’s commitment to nurturing this partnership at every level from national leadership to local community projects.
乌干达驻广州总领事朱迪斯·恩萨巴贝拉阁下热烈欢迎与会嘉宾，并发出号召：“这次会议不仅是一次对话，更是一次邀请，呼吁各方合作创新，共同建立长期的产业伙伴关系，实现互利共赢。”
Amb. Judyth Nsababera, Consul General in Guangzhou, welcomed guests with a strong call to action: “This conference is not just a dialogue it is an invitation to collaborate, innovate, and build long-term industrial partnerships that benefit both our people.”
大会还庆祝了地方层面的深入合作，吉佳市与沈阳市缔结的友好城市关系便是深化民间交流与地方经济合作的象征。
The event also celebrated the deepening subnational cooperation, as exemplified by the sister-city agreement between Jinja and Shenyang, a symbol of people-to-people ties and local economic cooperation.
辽宁省人民政府副秘书长崔长征先生在致辞中高度评价了乌中双边贸易的快速增长，2023年至2024年间双边贸易额增长超过78%。他还分享了辽宁在基础设施、农业和制造业等领域与乌干达进一步扩大合作的愿景。
Mr. Cui Changzheng, Deputy Secretary General of the People’s Government of Liaoning Province, commended the increasing bilateral trade, which grew by over 78% between 2023 and 2024, and shared Liaoning’s vision to expand cooperation in infrastructure, agriculture, and manufacturing with Uganda.
大会还播放了乌干达总统约韦里·卡古塔·穆塞韦尼阁下的致辞视频，他重申了乌干达政府坚定支持外国直接投资的政治意愿，尤其欢迎像中国这样的可靠合作伙伴。
The program featured a video message from H.E. President Yoweri Kaguta Museveni, affirming Uganda’s political will to support foreign direct investment, especially from trusted partners like China.
